A mother and activist, Beth Schmidt lost her son to a fentanyl overdose in 2013. According to Kathleen Rebbert-Franklin, Deputy Director of Population-Based Behavioral Health at the Behavioral Health Administration, this was the time frame during which illegally-produced fentanyl began to saturate the American market.
